A Bill of Quantities — BOQ, or BQ in some markets — is the document that turns a construction design into priced, measurable work. It lists every item of work in a project, each with a quantity, a unit of measurement, and a rate, so that the whole scope adds up to a defensible price.

Positions
Line items are the measurable units of work inside a section. Each has a description, quantity, unit, and rate. Quantity × rate gives the position total, and totals roll up through the sections.
Rates & assemblies
Rates can be entered directly or built from an assembly — a reusable bundle of labor, material, and equipment resources that a unit of work consumes.
Markups
Overhead, profit, contingency, and tax sit on top of direct cost. How they are applied changes the final total, so the calculation should be deterministic and visible.
